Call for Tender for Community Profile and Needs Assessment
Westmeath Community Development, Westmeath Volunteer Centre and Mullingar RAPID Area Implementation Team, invite tenders from interested parties/organisations to carry out a “Community Profile and Needs Assessment in a number of RAPID estates in Mullingar Town”, funded under the Local and Community Development Programme.
Westmeath Volunteer Centre, endeavours to increase the numbers of volunteers and beneficiaries organisations from all communities in Westmeath, and in conjunction with RAPID Mullingar, wishes to specifically target RAPID areas in Mullingar to enhance volunteering in the RAPID areas.
The RAPID programme - Revitalising Areas by Planning, Investment and Development (RAPID) programme is aimed at improving the quality of life and the opportunity available to residents of the most disadvantaged communities in Irish cities and towns. It aims, in a focused and practical way, to reduce the deprivations faced by residents of disadvantaged communities. It attempts to do this through targeting significant state resources at the needs of disadvantaged areas.
In each local RAPID area, a local plan is developed which defines a series of issues, objectives and actions that are key to the RAPID programme locally. Nationally defined programme objectives set a framework within which local plans are developed. This framework intentionally allows local areas full scope to define the practical issues which are of most importance in responding to local disadvantage and need.
Decision-making on what is contained in the local RAPID plan happens within each area. The knowledge and experience of the local community and the other RAPID participants have been the basis for developing these local plans to reflect the local situation and meet local needs.
Therefore WCD, Westmeath Volunteer Centre and Mullingar RAPID Area Implementation Team seek applications from interested parties to tender for the carrying out of a community profile and needs assessment in the following areas:
- Abbeylands
- Market Point
- Lakepoint
- Ashfield
- Patrick Street
- Dominic Street
- Grange
- Farran
- Raithin
- Dalton Park
- Ennell
The work will be carried out having regard to the seven nationally agreed strategic themes. These themes are:
- Volunteering
- Community Safety and Anti-social Behaviour
- Health
- Family Support
- Environmental issues
- Youth
- Education
- Training and Employment
The successful proposal will be expected to demonstrate
- The ability to plan a strategic research approach of engagement with at least 20% of residents in each of the communities listed above.
- The ability to engage and consult with service providers on the RAPID AIT and other additional service providers linked to the Mullingar RAPID areas.
- The ability to organise and host consultation meetings, door to door research, focus groups, surveys etc within the communities and with service providers.
- The ability to collect, collate and report data on services and supports that already exists within these communities.
- The ability to incorporate agreed national themes into the research piece.
- The ability to write, present and produce all findings in written and soft copy under the agreed national themes.
- The ability to analyse the community- based and service provider findings, to identify needs and to produce a set of recommendations and action plan for the areas in question.
- Attend 2 – 3 meetings of the Mullingar RAPID AIT research sub-group to report on progress with written reports.
- The ability to write and present final report to Mullingar RAPID Area Implementation Team.
- The ability to identify and create volunteering opportunities in their area which will bring positive change to their communities.
