
Westmeath Volunteer Centre invites tenders from suitably qualified organisations and individuals to deliver a Website Redesign, Development, and Staff Training Programme for Westmeath Volunteer Centre (WHVC).
What is the Website Redesign and Training Programme
Westmeath Volunteer Centre (WHVC) is seeking a suitably qualified provider to design, develop, and implement a modern, accessible, and user-friendly website to replace the current existing platform, which has been identified as outdated and lacking interactivity.
The purpose of the project is to improve digital engagement, enhance accessibility, strengthen online communication, and ensure efficient content management by staff.
A key requirement of this tender is the inclusion of Google Forms integration (or equivalent systems), along with the development of volunteer profiling and volunteer hours logging functionality to support volunteer management, reporting, and engagement tracking.
The successful provider will also be required to deliver staff training hours to ensure WHVC personnel are fully equipped to manage, update, and maintain the website and associated digital tools following completion of the project.
The project should deliver a solution that is scalable, easy to manage, cost-effective to maintain, and suitable for a community-based organisation with diverse stakeholder needs.
Scope of Work
The successful tenderer will be required to:
- Design and develop a modern, responsive website for WHVC
- Improve accessibility, navigation, and user experience across all devices
- Develop a content management system (CMS) suitable for non-technical staff
- Integrate Google Forms (or equivalent systems) for online data collection and applications
- Develop volunteer profiling functionality to record volunteer details, interests, skills, and engagement history
- Develop volunteer hours logging system to record, track, and report volunteer contributions
- Ensure GDPR compliance and data security standards are met
- Provide a structure that supports news updates, events, and service information
- Migrate relevant content from the existing website (where applicable)
- Provide hosting, testing, and launch support
- Deliver staff training on website management and digital tools
Training Requirements
The successful provider must include a structured training component as part of the tender.
Training must include:
- Website content management system (CMS) training
- Updating pages, uploading content, and managing media
- Use and management of Google Forms or equivalent systems
- Training on volunteer profile management system
- Training on volunteer hours logging and reporting tools
- Basic troubleshooting and site maintenance guidance
- Admin-level training for designated staff members
Training must be delivered in a practical, hands-on format and include both group training sessions and follow-up support where required.
A minimum number of training hours must be clearly outlined in the tender submission, including breakdown of delivery format (in-person and/or online).

- Full fee proposal (VAT status clearly stated)
- Details of at least two previous clients who can provide references
- Valid Tax Clearance Certificate
- Copy of Professional Indemnity Insurance

Tenderers may be requested to make a presentation to WHVC on their proposal.
The successful provider will be required to commence work immediately upon appointment, with a target for project commencement in June 2026.
Ongoing support and training delivery must be available as part of the agreed contract.
